Samantha was roused by the company executives. The tendering meeting had been delayed long enough, and they'd been pressuring Finley to get things moving, but he hadn't started because of her.

Still groggy, Samantha chose to pitch in and gather the proposals herself. When she made the announcement, everyone promptly submitted their proposals.
